Basically it is an information modelling protocol that uses a subject-predicate-target atom known as a "triplet" or "arc" in order to create tapestries (networks) of information items.
RDF has been appropriated by tim berners lee (inventer of the WWW and W3C chair) to be the backbone of the semantic web (original idea behind web 2.0).
The gecko engine (on which firefox is built) uses RDF internally to facilitate all of it's datasources (such as the bookmarks store). It is more than just a web technology, it is an expression methodology.
