To support login by any staff or student, Confluence points at the central LDAP authentication server. This is where Confluence looks to find both its users and its groups. Because of that, groups cannot be created from within Confluence - they're created by the LDAP administrator.
This is inconvenient if there are groups that need membership to multiple spaces. If that occurs, it will be a matter of sending a request for the group to be created through the ICT Service Desk. By and large though, membership of spaces will be mostly comprised of individuals (except for StaffGroup, StudentGroup and Anonymous).
